Director, Facilities and Operations

Ann Weaver manages seven divisions that provide critical laboratory support services. These include facilities management, laboratory protection (security, fire protection, emergency preparedness, and emergency management), engineering and construction management, materials fabrication, instrumentation, site services, logistical functions, and craft services. In addition, the Facilities and Operations Directorate includes laboratory modernization and facilities strategic planning functions.

Ann has more than 20 years of leadership experience in engineering, project management, and operations in support of the Laboratory’s research mission

She served as Chief Operating Officer (COO) of the Neutron Sciences Directorate (NScD) from 2019 to 2023. As the operational leader for the organization responsible for the Spallation Neutron Source and the High Flux Isotope Reactor, Ann ensured these world-leading neutron facilities met their operational objectives. As one of the first COOs named at ORNL, she has also been a leader in establishing the roles and responsibilities for COOs in our science and technology directorates.

Previously, Ann was the Director of the Facilities Management Division. From 2012 to 2019, she was responsible for the safe and efficient management of ORNL’s 5 million square feet of laboratory and office space. This role included oversight of a budget of approximately $50 million and a staff of more than 300. Ann has also been actively engaged in learning and sharing operational best practices as part of interacting with other Battelle national laboratories. She currently serves as a member of the Operations Committee at Los Alamos National Laboratory and graduated from Battelle’s Laboratory Operations Leadership Academy.

In addition to her operational leadership through the years, she has also been involved in the community, representing Team UT-Battelle, leading ORNL Gives activities, and serving on the board of advisors for the Department of Industrial and Systems Engineering at the University of Tennessee, Knoxville (UTK) and on the board of directors for the Clinch River Habitat for Humanity. Ann holds a bachelor’s in industrial engineering and a master’s in engineering management from UTK.
