Steven Trotter is manager of the Second Target Station Environment, Safety, Health and Quality.  He brings more than 40 years of experience on the Oak Ridge Reservation in engineering; environment, safety, and health; and senior project/program management.  Of those 40+ years, Steve supported design, construction, and operation of the Spallation Neutron Source as a senior technical subject-matter expert in environmental-nuclear engineering, as well as a highly experienced program and project manager from 1999 to 2019.

Prior to 1999, Steven held leadership positions in the Oak Ridge Environmental Restoration Program where he was responsible for integrated planning for design, construction, and operation of DOE EM facilities in Tennessee, Kentucky, and Ohio.  As a senior manager, he managed multiple engineering projects from conception through construction.

Steven received his PhD in engineering from The University of Tennessee in 1998, after earning a master's in engineering in 1988, and an undergraduate degree in 1976 at The University. He has also served as an Adjunct Professor at both The University of Tennessee and Tennessee Technological University (Tennessee Tech).

Steven has served as an advisor for neutron science projects around the world, including the European Spallation Source, and the Japanese Spallation Neutron Source.  He has also served on review committees for more than 20 project review committees for the Department of Energy’s Office of Science.
