Gary Bloom has more than twenty-five years’ experience managing facility design and construction projects and has been with ORNL for the past fifteen years.  While at ORNL Gary has managed three Line Item projects and received the DOE Project of the Year Award.  Gary’s leadership in project planning, initiation, design and construction execution is exemplified by his diverse portfolio of more than $450M of completed facilities.

Gary’s project experience at ORNL ranges from new laboratory facilities, renovations, to major utility projects such as the replacement of the ORNL steam plant boilers.  In addition to leading projects, Gary has assisted over twenty different line item projects across seven different DOE National Laboratories as a Technical Committee Lead and/or advisor.  Gary has International experience working with the Defense Threat Reduction Agency (DTRA) on nuclear non-proliferation efforts in Khabarovsk, Russia.  The international work required US Department of Defense approval for negotiations with Russian Military Colonels.  These negotiations developed the strategic plans, designs, and construction of nuclear non-proliferation training centers in Russia.  Additional international experience includes managing the Kwajalein Site Office for HAZWRAP in the Marshal Islands.

Gary has ten years’ experience working in the private sector managing development of retail facilities and infrastructure for the largest retail fuel and diesel provider in the United States.  The annual budget managed was between $60M-$70M for development of both new facilities and renovations located throughout the United States. 

Gary has a Bachelor of Science degree in Civil Engineering from the University of Tennessee, Knoxville, is a certified Project Management Professional, (PMP), and has a TN General Contractor (Building Construction [BC]) license.
